New service packs for Windows Vista and XP

When will MS drop the extra waste luggage from its OS? At each iteration of the new MS toys pushed out, much is useless to most users, a waste of virtual desk space, and we cannot weed that excess luggage out. When can we expect a Windows Vista “light” reflecting users needs vice MS wants and grabs?
